Nestled between an existing residential subdivision and three public roads, Green Valley Marketplace in scenic El Dorado Hills consists of six buildings, including a Safeway with a gas station. The marketplace showcases a beautiful waterfall, and is adjacent to a small grove of native oak trees and a natural stream.

In order for building to proceed without interruption once building permits had been issued, RSC Engineering created sequencing plans for the removal of an existing sewer under the proposed building sites.

Before construction of the project could begin, demolition of three vacant buildings, an attendant parking lot and a cul-de-sac was required. Both on-site and off-site civil plans were prepared, which included the widening of Green Valley Road and Francisco Drive.

RSC Engineering negotiated with the El Dorado Fire Department and the El Dorado County Transportation Division to design and install two new traffic signals to allow access to the Fire Department on Francisco and Village Center Drives.

During the planning process, El Dorado County determined that the existing landmark waterfall at the front corner of the property should be included as part of the new development. The grove of native oak trees and natural stream also had to be preserved. To meet these challenging topographical issues, RSC Engineering prepared plans to address the site’s grading needs and minimize rock excavation. A design was created that incorporated retaining walls to protect these beautiful features.

• Processing plans through the El Dorado Irrigation District, El Dorado County Department of Transportation, El Dorado County Fire Department and Air Quality District for permitting
